California Water Code section 31007 authorizes the board of directors of a county water district to fix rates and charges in an amount sufficient to: 

• Pay the operating expenses of the district
• Provide for repairs and depreciation of works owned or operated by the district
• Pay the principal and interest on any bonded debt
